The Incumbent serves as a Management Analyst within the Office of Mental Health Suicide Prevention, located in (Crisis Operations), Veterans Crisis Line (VCL) Crisis Operations. The VCL is a 24-hour, 7 days a week, 365 days a year service aimed at connecting callers, texters and chatters, worldwide to a caring, qualified VA employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members.

Major duties
The major duties of this position include but are not limited to: Composes executive level correspondence, memorandum, and reports, independently researches and gathers data and informational material. Reviews completed actions for priority, content, security markings, and to ensure that issues are correctly addressed, and that necessary levels of staff coordination have been accomplished. Gathers and analyzes factual data in various administrative program areas coordinating with management to provide solutions to moderately difficult administrative problems. Assemble, crosscheck, analyze, and interpreted data from a variety of sources to obtain accurate, relevant information. Undertakes critical, sensitive studies on programs providing critical background information, assessments, and recommendations for policy decision. Coordinates conference and meeting planning, informs participants of topics to be discussed, and prepares summaries following the meetings/conferences. Manages the office calendar and reviews and approves requests for meetings, develops agendas and attends meetings in order to takes notes and collaborate as needed. Assists with travel planning, which includes making hotel accommodations, airfare, local transportation, and meals and incidentals using an established electronic travel system. Developing and maintaining electronic and paper records management systems in order to track suspense dates and manage the disposition of documents. Develop, maintain, and monitor integrated reporting systems affecting programs with interrelated functions and operations. Performs other duties as assigned by management. Work Schedule: Monday-Friday 8am-4:30pm. Tour will be determined after final selections. Tour is subject to change based on program needs. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your specialized experience and/or education as described below. Specialized Experience to Qualify at the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. In order to meet the minimum specialized experience qualifications for this position, you must meet 3 of 5 of the following examples of specialized experience: Planning, coordinating, and executing executive-level administrative and business support functions. Anticipating scheduling conflicts, resource needs, and logistical issues before they arise and resolving them proactively. Developing, maintaining, and monitoring electronic and paper records management systems and integrated reporting systems spanning multiple interrelated program areas. Assembling, crosschecking, analyzing, and interpreting data from a variety of sources to produce accurate, decision-ready information. Responding to routine personnel-related inquiries and researching established personnel policies and SOPs to provide guidance to staff. Composing executive-level correspondence, memoranda, and reports for senior leadership, communicating and coordinating with staff and leadership at all levels, and producing meeting summaries and recommendations. Conducting studies analyzing program and organizational performance, and applying analytical techniques (e.g., trend, root-cause, comparative) to develop recommendations that directly support senior executive policy decisions. OR, Education to Qualify at the GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree which related to the work of the position or 3 full years of progressively higher-level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination of Education and Experience to Qualify at the GS-11: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. Only graduate education in excess of a master's or equivalent graduate degree which related to the work of the position may be used to qualify at this level.
