Major duties
Summary for GS-1173-07: The primary purpose of this position is to assess privatization project operations and associated property management, and provide military members, their families, and eligible civilian employees with housing management and housing referral assistance. Summary for GS-1173-09: The primary purpose of this position is serves as the Housing Privatization Program Manager responsible for ensuring project owner's (PO) compliance with transaction documents. Also provides financial management oversight and analysis regarding the fiscal health of the project. Duties for GS-1173-07: Gathers and evaluates data, and reports compliance with all terms of the privatization transaction documents, and periodically inspects all aspects of the privatization project, including maintenance and service calls, etc. Provides information on available housing options in privatized housing (PH) and community housing; makes PH eligibility determinations; counsels occupants on PH policies, procedures, and directives; and initiates, prepares and processes various financial documents as required. Informs military members of PH and community housing options. Provides housing referral services to military members, their dependents, and civilian employees. Performs liaison services between General Officer (GO) residents and the PO. Duties for GS-1173-09: Manages daily work associated with the operations and utilization of privatized housing. Performs financial analysis of installation housing privatization project and housing operations and maintenance (O&M) accounts using financial statements, budgets, historical data, and personal research. Provides information and assistance to management, housing personnel, and base leadership regarding the installation housing privatization project.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Housing Management Series, 1173. SPECIALIZED EXPERIENCE FOR GS-1173-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes, (1) Assisting with housing program support by gathering data and performing inspections to ensure compliance with policies and transaction documents; (2) Providing information to military members, families, and civilians on available housing options, eligibility requirements, and application procedures for both privatized and community housing; (3) Aiding in the resolution of resident or landlord/tenant issues by providing information on policies, procedures, rights, and responsibilities; (4) Preparing various forms of correspondence, reports, and housing-related documents for review. OR EDUCATION: Applicants must have 1-full year of graduate level education or superior academic achievements. NOTE: You MUST submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of official transcripts. SPECIALIZED EXPERIENCE FOR GS-1173-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes, (1) Monitoring housing project operations by reviewing reports, conducting inspections, and gathering data to ensure compliance with established agreements and standards; (2) Assisting in the financial analysis of housing accounts by reviewing budgets, tracking funds, or verifying disbursements and calculations; (3) Providing information and support to personnel and leadership regarding housing programs, policies, and procedures; (4) Resolving common issues or problems related to housing assignments, tenant relations, and maintenance by researching and interpreting applicable guidelines. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2-full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., if related. NOTE: You MUST submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-1173-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR GS-1173-09: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-1173-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of housing compliance, support and referral instructions, procedures, policies, principles, concepts, and methodologies, and standard property management practices. 2. Knowledge of realty practices, management and financing practices of lease, and sale of real property. 3. Knowledge of Housing Equal Opportunity Program policies, principles, and practices; and state landlord/tenant law. 4. Knowledge of installation housing privatization project transaction documents and military members' obligations, rights, and responsibilities when occupying PH. 5. Knowledge of construction, maintenance, repair, and improvement practices involved in determining acceptable maintenance standards; Ability to investigate and resolve complaints and disputes involving the off-base housing referral program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) FOR GS-1173-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in the application of housing property management principles, concepts, and methodologies. 2. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishings management principles, theory, policies, directives, and procedures. 3. Knowledge of the principles of construction, contract acquisition, and program management. 4. Knowledge of appropriated fund budget system and common business accounting principles and procedures and generally accepted financial management principles and standards. 5. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity, and develop recommendations to solve problems; Ability to read and interpret construction drawings and specification to verify construction is adhering to plans and specifications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
